What year did the fashion of the tattoo become a common household in the NBA?

I am not diminishing those who have tattoo’s or anything, but it seemed very abrupt when the league when from only Dennis Rodman being heavily tattooed to virtually everyone being encumbered by tattoos. Anyone else agree?
