What states allow you to get a tattoo at 16 with parental consent?

Me and my family want to get a small tattoo, but minnesota wont let you get a tattoo legally until Im 18. Ive heard that in some states they let you get a tattoo at 16 with parental consent. What states are these?

All U.S. States do except Alaska.
Anywhere.
North Dakota does 16 with parent’s permission and presence.
