On LA Ink, one of the workers told the new girl that is was a tattoo shop not a tattoo parlor, so I want to know what the difference is?

They’re essentially the same thing. I think some places don’t want to be known as "Tattoo Parlors" because it is similar to "Massage Parlors", which offer sexual services in addition to or in lieu of massages.
The shop I got tattooed at would get mad if someone called it a tattoo parlor. They prefer to be called tattoo shops or tattoo studios.

‘i got my new tat at the shop down the street’

‘oh i got my new tattoo at the tattoo parlor over my mikes house’
