They can tell you how easy it will be to put what you drew on paper onto your skin and even give you ideas on how they can satisfy your needs. I'd say, I just say that because 1 guy in my town sucks, but do your research on the place first, ask around about it, the guy that does mine is good, I let him free hand it on my foot, only stars & stuff but still.
